Spiritual Government  of Our Planet Earth

The illustration below represents the structure of the Spiritual Government of our planet Earth. It is based on the teachings of the Tibetan Master Djwhal Khul given through Alice A Bailey and later expanded upon by Benjamin Creme. 

The three white ovals symbolicaly represent the three Major Centres within this Government, or the three major groups of beings who are responsible for the manifestation of the divine Plan on this planet. The purpose of this plan is to spiritualise matter of our planet and, by doing so, make Earth a sacred planet.  The three interelated centres are: Shamballa, the Hierarchy, and Humanity.



Shamballa The upper oval in the diagram illustrates the structure of the Shamballa. "Lotus blossom with flaming centre" represents God - the great Being, our Planetary Logos - who ensouls this planet (as we ensoul our bodies). The "eye below the lotus" represents the Lord of the World, Sanat Kumara. The "three crown" are the three Buddhas of Activity. And the "seven stars" are the Seven Spirits in front of the Throne.

Hierarchy The middle oval in the diagram illustrates the structure of the Hierarchy.  The three departmental heads: The Manu - Will - first Ray; the Mahachohan, the Lord of Civilisation - Active Intelligence - third Ray; the Bodhisattva, the Christ or World Teacher - Love-Wisdom - second Ray are represented by the "three stars within the triangle".  The various Masters heading the specific major ashrams, with their subsidiary ashrams headed by Initiates and Disciples represented by the colored circles.

Humanity The lower oval in the diagram represents Humanity its various stages of consciousness development from the unevolved to the new group of world servers (within the white star).


Shamballa - the Lord of the World  and His Council

Shamballa is a Centre of Energy, the major centre in the planet. It corresponds to the crown centre in the head in man, and from it and through it flows the energy we call Will. In fact, all the energies flow through Shamballa, but the specific energy which we call the Shamballa Force, is the energy of Will or Purpose, which embodies the Purpose or Plan of God - God being that great Being, our Planetary Logos, who ensouls this planet ("lotus blossom with flaming centre"), and Who is reflected on the physical plane (because Shamballa is a physical centre, in etheric physical matter) as Sanat Kumara, the Eternal Youth,  the Youth of Endless Summers, the Fountainhead of the Will ("eye below the lotus").

Sanat Kumara is to the Planetary Logos what the personality and the soul is to an individual. He is also the coherent force whithin the planet, holding through His radiatory influence all forms and all substances in the planetary form so that they constitute one coherent, energised, and functioning whole. The basic purpose of Sanat Kumara is to bring about right relations in every field of His manifested life.

Shamballa has a shape of a large white sphere. In the ancient books it is called the "White Island". It is located in the Gobi Desort, on the two highest etheric planes. one day this will be seen and known, when mankind has developed etheric vision. It was set in place, we are told in the esoteric teachings, some 18.5 million years ago, when the Logos of our planet took physical manifestation on Shamaballa as Sanat Kumara, the Lord of the World. The Humanity, as a kingdom did not as yet exist. Sanat Kumara is a youth, a young man, Who dwells on Shamballa, surrounded by His Kumaras - His Counsil. 

Forming the innermost circle of the Council of the Lord of the World is a group of Lives.  Although, not as far advanced as He is, they are far greatly in advance of the most highly developed members of the Spiritual Hierarchy. Their normal contacts are extraplanetary. Many of these greater Lives found Their way to our planet from our sister planet Venus.

Among other members of His Council, are the three Buddhas of Activity ("the three crowns") and the Seven Spirits before the Throne of God (the seven seven-pointed stars. These seven Spirits are in close rapport with the seven sacred planets in our solar system. They are reflections of the Lords of the Rays (see the explanation of Ray below). 

One great Buddha of Activity is responsible to Sanat Kumara for the working out of the Plan in connection with humanity. In one of their incarnations this Buddha and the Lord Maitreya were brothers. They were among the first group of our humanity to take initiation and have been at the forefront of humanity ever since. This Buddha overshadowed Mithras, Memnon and the prince Gautama. He acts as the Divine Intermediary between Shamballa and Hierarchy, and is deeply involved in the process of Maitreya's return to the world.

The two other Buddhas have each of Them an equally important responsibility and have their own Hierarchies to work through. one works with the Deva Kingdom and the other with the three lower Kingdoms of Nature (animal, vegetable and mineral).

Thus, the Council Chamber of the Lord of Shamballa is a unit, with the Hierarchy being a differentiation of this unit.


The Hierarchy - The Fifth Kingdom

The Hierarchy is the second major center in the spiritual government of our world. It the fifth kingdom in nature in our planetary scheme, known as the Spiritual Kingdom and refered to in the Bible as the Kingdom of Souls

The chief role of the Hierarchy is to develop self-consciousness in all beings, and consciousness in the lower kingdoms. To be an example for humanity, and to transmit the Will of the Planetary Logos. They prepare Their disciples for Initiation and provide them with a field of service. They also protect us from an excess of cosmic evil.

They are releasing energy of one kind or another into the world, all the time. They are the custodians of these energies, and release them in a scientific manner to bring about the changes in evolution of the world.

The Hierarchy is divided into three major groups, or departments. Each of these departments is on one of the three major great lines of force (also known as Rays). Each one embodying, channeling, being influenced by, one or other of the three major aspects of divinity that we know the Will aspect, the Love/Wisdom aspect and the Active Intelligence aspect. 

The department under the Will aspect has at its Head, the Manu, the Perfected Man, the Exemplar for our race, the fifth root race.  He is the perfect expression of our fifth root race in its completeness.  He is primeraly concerned with and watches over the governments of the various nations, to the end that right relations in each nation and between all nations may become established.

At the head of the department under the Love/Wisdom aspect is the Bodhisattva, or World Teacher, the one we in the West call the Christ.  He is known in the East by other names: as the Lord Maitreya to the Buddhists, as the Bodhisattva to the Hindus, the Imam Mahdi to Moslims, the Messiah to the Jews. Each of these names, religious terms, is the name of the head of Hierarchy.  His personal name is Maitreya.  He is concerned with the spiritual destiny of Humanity.

At the head of the department under the Active Intelligence aspect is the Lord of Civilisation, the Mahachohan.  His endeavour is to stimulate the intelligence in human beings so that everyone will seek and appreciate the true, the beautiful, and spiritual values.  A major part of His work lies in the direction of stimulating cooperation in place of competition, and in sharing and distribution in place of cetralisation. 

These three Great Lords, Aspects of God, for that is what They are, have together stimulated and overseeing the development of mankind throughout the centuries by the transmission of energies, and the impression of men's minds with the ideas which embody these energies.

In the consciousness of Sanat Kumara, the Hierarchy constitutes "the Noble Middle Path" to which the Buddha refers. It fills the intermediate and the mediating place between Shamballa and Humanity. It is one great ashram, and after due absorption of light, understanding, and power from Shamballa, it radiates this energy to aid not only the human evolution but all the other evolutions as well. This great ashram is likewise magnetic in its effect. Through its magnetic potency, "units of life and devotion"- human beings - are brought into the ashram as disciples. This great ashram is composed of many ashrams, and the Christ, aided by the Manu and the Mahachohan, is the coordinator of the entire life of it. The personnel of the ashram is today entirely provided from the ranks of humanity. 

Stemming from the department of the third aspect, that of the Lord of Civilisation, are four further groups, on the four secondary Rays of Attribute, thus making seven major groups or ashrams.  Each of these has seven subsidiary ashrams, making forty nine in all.  Not all of these are complete at this time, both as to personnel and also as channels for energy.

The entire hierarchical ashram is a unity and is guarded by its radiation. The forty-two lesser ashrams are held together by the magnetic interaction of the whole. Aspirants are drawn into the ashram through radiation. There is a dual flow of energy into the great ashram. This dual flow consists of:

  • The energizing life from Shamballa. 
  • The energy of active intelligence from Humanity, thus enabling the Masters to formulate the Plan. It is the admixture of Love and Will that produces radiation. It is the Hierarchy's conscious use of the power coming from Shamballa that results in the magnetic impact and the spiritual "pull" that draws the soul, incarnated in the body, towards the ashram. 

The keynote of working in an ashram is complete freedom from all coercion within the ashram and from any supervision of daily activity and instinctive reaction to the ray influences and to the "breath of the prevailing will." 

The Hierarchy has changed form, personnel, many times over the ages, as members of the human race became Initiates and then Masters, so that the Masters of the higher levels could go on to higher work.

There are 63 Masters connected with the human evolution. There are many more Masters, Who are working with the sub-human evolution: the animal, the vegetable and the mineral kingdoms. There are also many Masters involved with the angelic or Deva evolutions, which are vast in numbers. 


Humanity - The Fourth Kingdom

Humanity constitutes the third major Centre in the spiritual world government. It is the Fourth Kingdom in our planetary scheme, above animal, plant and mineral kingdoms. This is the Centre where the Intelligence aspect of God manifests. 
 

The Origins of Humanity

According to the esoteric teachings, the human race began 18.5 million years ago.  At that time, early animal-man had reached a relatively high state of development. He had a powerful, co-ordinated physical body, a sentient feeling or astral body, a the germ of mind which could later form the nucleus of a mental body. The energy of mind, the fifth principle, was brought to this planet from Venus by the 'Lords of the Flame', and an enormous stimulus to evolution resulted. The human egos (souls), waiting on their own soul plane for just such an opportunity, then took incarnation in early animal-man for the first time.  The individualization of animal-man became a fact and the human story began. The Biblical story  of the 'fall from paradise' of Adam and Eve is a symbolic presentation of this historical event.

The 'fall' was not a fall from grace but refers to the decision of the human souls to come into incarnation for the first time, to leave 'paradise' the souls natural state of perfection known as pralaya, a wonderful paradisaical state of endless bliss for the experience of 'the fruit of the tree of knowledge.' 

On the soul plane each soul is an individualised part of one Oversoul. The separation we experience on the personality level is an illusion. Humanity is ensouled by a great Deva of Angel called Lucifer (Lucifer means Light) and each human soul is part of that Oversoul. Nevertheless, each one of us is uniquely individual and contributes that individuality to the Whole. 

The 'fall' was a great sacrifice for the human soul for it involves severe limitation of its sphere of expression. This sacrifice was and still is willingly undertaken, however, to carry further the Plan of Evolution of the Logos of the planet.

There exists the century-old controversy between the Fundamentalist Christian groups and Darwin's theory of the evolution of the species: if man is created by God and in God's image how can he have evolved from animal beginnings?  The controversy arises from a complete misunderstanding by the Christian groups about the nature of the evolution proposed by Darwin. His theory, of course, describes the evolution of the physical body of man, which indeed evolved, over millions of years, from early animal-man.  

The divine aspect in man, the soul, incarnates in that animal body to bring its divine nature into manifestation on the physical plane. Man is the unique condition in evolution where spirit and matter meet. In this way matter is gradually spiritualised the true purpose of man is to spiritualise matter.  
 

The Gospel Story and the Path of Initiation

The evolutionary journey on which we are engaged is marked off by five major points of crisis, major expansions of  consciousness, the five steps to Liberation and Mastery.  These are the five planetary initiations which free us from further incarnational experience on this Earth. 

All of the Masters have taken these five initiations (some have taken further, higher initiations), and Their presence in this world is the result of a conscious decision to serve the Plan of Evolution and not from any need, through personal karma, to incarnate.

The esoteric process we call initiation is an artificial forcing process introduced into our planet in mid-Atlantean times to speed up the evolutionary process. Without it we would inevitably arrive at the same point of development as we evidence today, but it would take millions of years longer to do so.

Each initiation represents a definite stage of integration and at-one-ment reached by the initiate. The goal is achieved when, at the fifth initiation, the liberated Master stands in full at-one-ment with the Monad, His "Father in haven." each initiation confers on the initiate a deeper and deeper insight into the Plan of our Planetary Logos, the plan for the evolution of all kingdoms on this planet.  only a tiny fragment of this Plan is grasped at any but the final initiations.  But, even for a first-degree initiate it confers on him or her a degree of knowledge and an energy structure altogether different from that which precedes it.  It is one of the great turning points in human evolution.

Initiation is a process, not a ceremony (although it does involve ceremony), nor the successful passing of an examination.  It is the result of a gradual expansion of consciousness.  It is a process whereby successive and graded stages of unification and at-one-ment take place between the man or woman in incarnation and the higher aspects of our threefold constitution.

Initiation indicates a point achieved, but does not bring about that achievement. Life itself is the field of development of the process; it is the experiences, the trials and failures of everyday life, and the gradual mastering of oneself that brings about the control over matter and the consciousness on all planes that characterises the Initiated Master.

Seen from the esoteric standpoint, the Gospel story is really the story of initiation, a story presented to humanity again and again, in different ways, long before Christianity. The account of the life of Jesus is the symbolic presentation, dramatically re-enacted for us, of the initiate's journey to Perfection.

The First Initiation is called the Birth of the Christ and is symbolised by the birth of the Disciple Jesus atBethlehem. When the evolutionary energy which we call the Christ Principle or Consciousness is awakened in the human heart (the spiritual heart centre at the right side of the chest), the man or woman becomes ready for preparation to take the first initiation. 

It is important to realize that the person is already an initiate before he or she stands before the Initiator. The human soul, the first master, brings its vehicle to the point of initiation through its life experience and meditation. Then the Master (of the Hierarchy) steps in, and by a combination of stimulus, testing and presented service opportunity, prepares the candidate to come before the Hierophant to receive the impact of the energy from the rod of initiation which He wields. 

The Christ, Maitreya, is the Hierophant at the first and second initiations, the third and higher initiations being taken before the Lord of the World, Sanat Kumara, at Shamballa. "I am the Way." "No man can know the Father except through me." These sayings of the Christ are esoterically true, but they have been interpreted by the churches, quite wrongly, to mean that Christianity (or, more correctly, Churchianity) is the only religious path; that only if a man accepts the (man-made) dogmas and doctrines of the Christian Church can he know God. 

The Christ embodies the Christ Principle on this planet. That is an energy which flows from Him to us. It is through the manifestation of this Principle that we re-orient ourselves and enter the Initiatory Path. In this sense, He is indeed "the Way." Likewise, only when one has stood before the Christ at the first two initiations can one open up contact with the Monad, the Spirit, the "Father in Heaven," which leads to the third initiation before Sanat Kumara, the Lord of the World. 

The "born-again" Christian groups have an inkling of the truth, in that the first initiation is the "second birth" of the Bible; but, of course, this is an experience shared by millions today throughout the world, and not exclusive to the "born-again" Christians. 

The first initiation demonstrates control over the physical body, in particular over the tiny devic (or elemental) lives which make up the physical body of man. The second initiation demonstrates control over the astral emotional body or elemental lives which make up that vehicle. This is called the Baptism Initiation and is symbolized for us by the Baptism of Jesus at Jordan

The third the first true, soul, initiation is called the Transfiguration and is symbolized by the Transfiguration of Jesus on the Mount. It demonstrates control over the mental elemental and body and brings in Monadic or spirit contact and energy for the first time: "The Jewel in the heart of the Lotus." 

Jesus entered the world at Bethlehem as a third degree initiate and so simply symbolized these three stages of growth for us. He had to undergo the fourth initiation and did so in full physical fact to dramatize, symbolically, for our sake, the experience of Renunciation. In the West this initiation is known as the Crucifixion; in the East it is called the Great Renunciation, when all is renounced — position, family, even life itself if necessary — for the higher spiritual life. 

Then follows (and this is the core of the Christian gospel story) the fifth initiation, the Resurrection, symbolized by the resurrection of the body of Jesus after the Crucifixion. Each initiation attracts to the bodies of the initiate matter of sub-atomic particles — literally, light. By the fourth initiation the bodies of the initiate are three-quarters sub-atomic or light. This process is completed at the fifth or Resurrection Initiation, when the initiate stands free from the pull of matter forever, a perfected Master. The evolutionary goal has been achieved and the Master has finished his life experience on this planet. His choice of whether to remain on this Earth and so serve the Plan of our Planetary Logos is His alone.

There are higher initiations which call the Master to further effort. The Ascension, symbolized by the ascension of the Christ after His appearance before the disciples in the resurrected body of Jesus, marks the sixth initiatory experience and confers Cosmic Consciousness and total immortality of the body to the Ascended Master.

Seen in this way, the Gospel story holds before humanity the promise of Divinity, a Divinity realized not alone by one extraordinary man, the "Son of God" but a Divinity attainable by all who necessary effort to expand their consciousness to include the spiritual levels; a Divinity achieved, too, by a scientific process, of which the Christ and the Masters are the custodians, the process of initiation. 
 

Some statistics

There are approximately 5.7 billion people in incarnation at the moment, and around 850,000 people in incarnation who have taken the First Initiation.  There are about 240,000 people in incarnation who have taken the Second Initiation, and about 2,300 - 2,400 who have taken the Third Initiation.  About 450 only, of those in incarnation, have taken the Forth Initiation.

Some millions are now standing on the very verge of taking the First Initiation.  This is the enormous step forward in evolutionary development which humanity as a whole has taken, and is the opportunity for the Christ to reappear now with the Hierarchy of Masters. 
 

The New Group of World Servers

This group is made up of Initiates and Disciples of various degrees, of men and women of goodwill, and exists unorganised in every country. With their clarity of vision and understanding they are the interpreters of the newer and truer values and ideas that always aim at the production of worldwide goodwill, of intelligent and loving understanding and unity. They recognise the value of the individual, as well as the significance of group work. They work for right human relations, for the basic oneness of humanity and for practical brotherhood. 


The Externalisation of the Hierarchy

Today all three centers interrelate and demonstrate great activity (indicated on the diagram by the blue ribbon, running virtically through all three centres). Shamballa, Hierarchy, and Humanity today are much more closely related than ever before and are now ready to enter into a new historical period. 

Soon Hierarchy and Humanity will meet and know each other. Many of the Ashrams will be externalised and so will most of the Masters. Maitreya and 13 other Masters have already taken their posts in Their various energy centres around the world (Master Jesus is one of them). Slowly, gradually,  over the next few years, some two thirds of them will externalise.  The remaining group will remain esoteric.  Their meditative gaze will be turned upward, towards Shamballa. They have taken special training which allows Them to come to a deeper, more intense awareness of the Will aspect of God.  Through them that aspect will be transmitted to Their Colleagues in the world - so that they will be kept en rapport with the Will of God and with Shamballa.

Many of the Initiates of the Hierarchy will work openly, outwardly, on the physical plane, known to all men.  The Mystery Schools will be re-opened and men will go to them as they now go to University, to learn and to take the disciplines which will prepare them for Initiation, and so into the Hierarchy.  This will become the aim of advanced humanity in this coming age.

When Humanity and Hierarchy can work in full cooperation, then Shamballa will take form and no longer exist only in cosmic etheric substance.
